Many vendors offer a storage "on demand" model -- deploying "excess" storage on the floor of the client, which can very quickly be provisioned. Despite the on demand model for storage, few organizations can yet determine the difference between how much storage they own, how much is allocated and how much is used. By simply metering one of these, the owned amount, they have no sense of their efficiency or if buying more seems like a reasonable thing to do.
